Why I Support Impeachment

Oct 25, 2019
The Serrano Report

October 25, 2019

Dear Friend,

This past summer, after much deliberation, I reached the conclusion that the House of Representatives should open an impeachment inquiry against the President. In my view, the Mueller Report, in tandem with Director Mueller’s testimony before Congress, indicated that the President committed illegal acts in an effort to cover up his campaign’s repeated contacts with Russia during the 2016 election. It became evident to me that but for a legal opinion preventing a sitting president from being indicted, this President would have already been criminally charged for his actions. With the whistleblower’s report that the President also allegedly attempted to pressure Ukraine to investigate 2020 Democratic presidential candidate Joe Biden by threatening to withhold critical foreign aid, and the events that have unfolded as a result, in my opinion, we have now reached a dangerous new low.

These repeated efforts to invite foreign powers to interfere in our elections strike at the integrity of our democracy.  No one in this country should be above the law, particularly when it comes and the integrity of our democracy, our Constitution, and our national security. Congress is the only government body that can ensure justice is served. It is time for Congress to step up and act on its duty to hold the President accountable. This is why I think Speaker Pelosi’s decision to open an impeachment inquiry is the right step forward and I fully support it.

I make this statement with a heavy heart.  As one of the few current Members of the House who served during the last impeachment proceedings in 1998, I am particularly aware of the wrenching nature of this constitutional process.  It puts a deep strain on our institution and on our democracy.  To take steps towards impeachment is to understand that the threat to our nation is so great, and the ability to find recourse elsewhere is so slim, that we have no other choice.

I wholeheartedly believe that what is at stake here – our American democracy, rule of law, and justice – is worth the effort. In my opinion, this President and his reckless behavior are destroying our fundamental values. We have no other choice than impeachment.

Sincerely,

Congressman Jose E. Serrano
