"Buenos días. Les habla el Congresista José E. Serrano de New York."

 

 

"Hoy es el tercer aniversario de los ataques horrorosos del 11-de septiembre. En este día, nuestra nación se solidificó en "Una", mientras condenamos a los terroristas - y todos nos unimos para encontrar esa seguridad que es tan importante.

 

 

"Es muy triste que tres años mas tarde todavía no estemos lo suficientemente preparados para sentirnos seguros nuevamente. Nuestros bomberos y policías han recibido nuevas responsabilidades pero todavía no les han dado los recursos necesarios para implementar las medidas necesarias.  Por lo tanto, muchos de nuestros puertos, plantas químicas y aeropuertos siguen vulnerables al terrorismo.

 

 

"Los republicanos y los demócratas formaron una comisión bi-partidista de expertos para evaluar nuestros retos. Hace varias semanas, la Comisión del 11-de septiembre hizo varias recomendaciones abarcadoras, pero todavía la administración de Bush no ha respondido, ni las ha implementado.

 

 

"Necesitamos actuar de inmediato. El informe de la Comisión está bien claro: no estábamos  preparados para el 11-de septiembre - ¡nos tomo de sorpresa! -. Como nuyorquino, este tema es de suma importancia para mi familia, mis votantes y por lo tanto, para toda la gente en nuestra nación. Por eso es que más de 100 congresistas demócratas han presentado un proyecto de ley abarcador y concreto que implementaría todas las recomendaciones de la Comisión. Esta legislación ayuda a prevenir estos ataques para que no vuelvan a ocurrir jamás.

 

 

"La administración de Bush ha esperado tres años para empezar a implementar las reformas necesarias para mejorar la recaudación de la 'inteligencia'.  El Presidente Bush se opuso a la creación de la Comisión y por ende, ha enviado respuestas tardías y contradictorias, como por ejemplo, la creación del Director Nacional de Inteligencia. Es de conocimiento general que han habido faltas en asegurar el cargamento en nuestros puertos marítimos. De hecho, los líderes demócratas en el Congreso le pidieron repetidamente al Presidente de la Cámara, Dennis Hastert, que cancelara el receso congresional de agosto, para tratar de pasar legislación lo antes posible con las recomendaciones de la Comisión del 11-de septiembre.  Los republicanos rechazaron esta petición.

 

 

"Esta legislación bi-partidista incluye todas las recomendaciones de la Comisión.  Este proyecto se tratará de pasar con suma urgencia para ayudar a nuestra seguridad nacional, y por lo tanto, haciendo todo lo posible para darle a la nación, lo que se requiere para poder estar más seguros, y evitar otros ataques terroristas. “Good morning. This is Congressman José E. Serrano from New York.

 

“Today we mark the third anniversary of the horrific September 11th attacks. On this day, our nation became one as we condemned the terrorists, and united to do everything we could to make our country safe again.

 

“Sadly, three years later, we are still not as prepared, or as safe, as we should be.  Our fire fighters and police officers have been given new responsibilities, but have not been given the resources they need to fulfill them.  And too many of our ports, airports, and chemical facilities are still undefended.

 

“Republicans and Democrats joined together to appoint a bipartisan, expert commission to evaluate our challenges.  Several weeks ago, that 9/11 Commission made sweeping recommendations, but our government has not yet responded and they have not implemented them.

 

“We need immediate action.  The commission’s report made it crystal clear: we were dangerously unprepared on September 11th – they caught us off guard.  As a New Yorker, this is of particular importance to my family, my constituents and our entire nation. That's why more than 100 Democrats in Congress have introduced an intelligent, comprehensive bill that would implement all of the Commission’s recommendations. This legislation would help to prevent another terrorist attack from ever happening again.

 

 

“The Bush Administration has already waited almost three years to address critical intelligence reforms. After opposing the creation of the Commission, President Bush has been giving late and contradictory responses, in everything from the creation of a National Intelligence Director to the severe lack of screening of cargo in our ports. House Democratic leaders repeatedly called on House Speaker Dennis Hastert to cancel the August Congressional recess so that the 911 Commission’s recommendations could be enacted into law sooner rather than later. Unfortunately, Republicans rejected our request.

 

“The bi-partisan legislation we are supporting includes all of the Commission’s recommendations. We will fight to approve this bill with the same urgency that the American people deserve and that our homeland security needs require. This is the least that the families of the victims of those horrific attacks deserve. This bill should be the highest priority for our government.
